Flexible Cash Distribution Methods
While this solution recognizes that mobile cash transactions have the lowest transaction fees, it also recognizes that several barriers prevent this strategy from being necessarily better for all beneficiaries. For one, those who are older have a tough time understanding how the phones work. Secondly, because the immediate demand for relief cash was so high, cell phone users did not take advantage of the fact that cash could be withdrawn at multiple locations at any time. Instead they withdrew their entire lump sum at the same time every month. With these barriers in mind, this study showed that a top-down implementation of cell phones across the board may not be the most compatible method of aid. A more diversified approach fits the needs of a diversified population.
